Kacey M. Baker is the Vice President of People and Culture at Public Justice, based in the Washington, DC office.
Kacey is a transformational human resources executive with over 15 years of experience leading people strategy, organizational growth, and culture transformation. She has built and scaled HR operations for growing organizations, developed equitable and future-ready people systems, and led enterprise-wide initiatives to strengthen employee engagement, organizational effectiveness, and belonging. Prior to joining Public Justice, Kacey served as Chief People Officer for a Global Education nonprofit, where she established the organization’s first internal human resources function and implemented strategic initiatives that significantly improved talent retention, compensation equity, and employee experience.
Kacey brings deep expertise in aligning people strategy with mission-driven goals, driving change management efforts, and ensuring employment law compliance across multi-state environments. She is passionate about building organizational cultures where every individual is valued, engaged, and empowered to lead.
Kacey holds a Master of Arts in Human Resource Management from Catholic University of America and a Bachelor of Arts in English from Frostburg State University. She is a certified Society for Human Resource Management Certified Professional (SHRM-CP).
